The start of the year was an occasion for the government to introduce measures to support the housing market. These measures concern private individuals, the construction sector and investors.
Measures to be applied from 2024 (with retroactive effect from 1 January 2024)
1 – Le « Bëllegen Akt » (le crédit d’impôt sur les actes notariés) pour l’acquisition d’une résidence principale sera augmenté, passant de 30.000 à 40.000 euros par personne physique, pour les actes signés en 2024.
2 - A new “Bëllegen Akt” tax credit--amounting to €20,000 per person--will also be introduced for people investing in rental property, limited to the “sale in future state of completion” (VEFA, market). This aid will be provided to investors with a minimum rental period of two years.
3 – Le taux d’imposition des plus-values réalisées à l’occasion de la vente d’un bien immobilier sera diminué de 20% à 10%. Une mesure temporaire puisque le taux repassera à 20% l’année prochaine.
4 – Le taux de l’amortissement accéléré de logements construits en vue de leur location et actés en 2024 passera à 6% pour une durée de 6 ans. Le montant total de la faveur fiscale sera plafonné à 250.000 euros.
Measures with no time limits
1 - The tax deductibility of interest on debts corresponding to owner-occupied housing or housing intended for owner-occupation will be increased The deduction ceilings will go from : - €3,000 to €4,000 for the first five years; - €2,250 to €3,000 for six to ten years - €1,500 to €2,000 for longer periods
Le plafond de déduction passera :
- de 3.000€ à 4.000€ par personne pendant les 5 premières années d’occupation
- Puis de 2.250 à 3.000€ de six à dix années d’occupation
- Puis de 1.500 à 2.000€ après dix ans d’occupation
2 - A partial tax exemption for premiums paid by companies to rent accommodation will be introduced. The amount of the tax exemption will be capped and the scheme will be reserved for young employees whose income level does not exceed two-and-a-half times the social minimum wage.
